Working within a combined PMO and Procurement function, this role provides oversight across capital allocation, portfolio reporting and supplier negotiations. It is suited to someone who thrives at the intersection of governance, delivery and commercial performance.

Duties for this role include, but are not limited to:

  • Developing and maintaining project governance standards and methodologies across the organisation.
  • Managing day-to-day PMO activities and supporting project managers through all stages of the project lifecycle.
  • Overseeing the Capital Review Board (CRB) and Annual Capital Allocation processes, ensuring quality reporting and informed decision-making.
  • Maintaining portfolio dashboards, timelines and resource planning oversight.
  • Ensuring Tier 1-3 projects comply with governance standards and deliver agreed outcomes.
  • Analysing procurement spend patterns to identify cost-saving and efficiency opportunities.
  • Leading end-to-end procurement processes from RFI/RFQ/RFP through to contract award.
  • Negotiating complex SLAs, commercial terms and property lease agreements to secure best value outcomes.
  • Supporting strategic supplier reviews and quarterly business reviews.
  • Driving continuous improvement initiatives across both PMO and procurement functions.
  • Leveraging technology and emerging tools, including AI, to optimise governance and procurement processes.
  • Providing leadership, guidance and training to staff involved in project and procurement activities.
  • Supporting regulatory, data protection and health and safety compliance requirements.

Skills / Qualifications

The ideal candidate will have a minimum of five years' experience in project management and/or procurement, with strong knowledge of PMO best practices and governance frameworks. They will demonstrate proven leadership capability, including motivating teams, resolving conflicts and managing organisational change. Strong negotiation and contract management skills are essential, alongside the ability to analyse portfolio data and align delivery outcomes with strategic objectives. A formal project management qualification such as PRINCE2 (or equivalent) would be advantageous. The successful candidate will be organised, resilient, commercially aware and confident communicating at all levels.
